Command freeze is what happens when someone who has spent years being reliably good at following instructions suddenly has to give them, and seizes up, because knowing the job and owning the decision are different muscles. Competence tells you what is correct; command is saying it out loud while the room waits to see if you flinch.
You did not forget the job. You just never once practiced being the one who says go.
What to do about it
The next time you are the most qualified person in the room and nobody is deciding, say the plan out loud before you feel entitled to.
